Business analysis is a skill similar to writing. That means that almost anyone can do it, but doing it well requires knowledge and practice.
Business requirements are high-level goals and objectives that cause projects to be initiated; Stakeholder requirements are conditions defined by specific groups and individuals within the project that must be met for the project to succeed.

Business analysis is about much more than just writing requirement. Unless the requirement is understood by the developers and the subject matter experts the same way, it will lead to problems.
